In the present condition of silver you will probably agree that an occasional and, it may be, audden increase in our Note Issue at Hongkong is probably unavoidable. Such additional increases, when silver is unobtainable, of course call for the deposit with the Crown Agents in London of additional security.
Now I should like to propose to the Crown Agents, if you approve, that when such special occasions call for the đạ- posit with them of additional security against our Note Issue, we might be allowed, as a matter of convenience, instead of de- positing securities with them in London to deposit with the Government in Hongkong, Hongkong Government Loan Bonds and Straits Loan Bonds, of which we hold $ 7† laos and 15 lacs respectively.
It is not a question of locale. We have the right to deposit securities either in London or Hongkong. What is not quite clear is whether the new securities proposed would be ac- ceptable to the Crown Agents. It seems to me that no better
security could be desired than the Hongkong and Straite Govern- ment Loans, but before approaching the Crown Agente officially I should like to know if my proposal would have the approval of
the Colonial office.
